Lending to Friends

My best friend never comes out with cash or credit cards, so I always end up lending her money. She's always very apologetic and promises to pay me back, but never does. I don't want to make a big thing of it because the amounts are generally quite small (around $5-10), but it is annoying and doesn't seem very fair. What shall I do?
